Bunu Fransız  devrimine kadar da götürebilirsiniz 1820 ruhu 1830 ruhu. Hep bir jönlük vardır  bize de zaten Jön Türkler olarak Genç Osmanlılar, Gençtürkler, Genç cumhuriyetçiler olarak böyle üç dalga halinde yansımıştır. Onun için cumhuriyetimiz çok yaşlandı denildiği yerde başka şeyler konuşulur. O hakikaten bir rejim krizine işaret eder.

Türkiye’ye gelince şöyle söyleyelim 23 Nisan 1920 tarihi bizim ulus olduğumuzu ortaya koyuyor bunu hatırlıyoruz biz bir ulusuz fakat tabii bu böyle kestirmeden halledilebilecek bir mesele değil.  Ulus inşaası denilen çok karmaşık, çok çileli bir süreç var, bu çileli ve zor sürecin içinde iki tane ana akım olduğunu düşünüyorum ben.

Bu iki ana akımın birincisi Fransız tipi yani hiçbir şekilde ulusa herhangi bir kültürel kimlik yüklemeyen, hatta mevcut bütün kültürel kimliklerinden, bağlarından onu arındırarak yurttaş formasyonuna  uğratmak isteyen, dönüştürmek isteyen bir düşünce var.

Mesela, Ernest Renan bunu çok güzel anlatır ulus amnezidir der. Yani ulus kurmak için bir şeyleri unutmak gerekir. Nedir o geçmiştir, tarihtir, maneviyattır, inançlardır,  değerler vs geleneklerdir.

Buna karşı, 19. asırda Almanya menşeli mahreçli bir enerjik protesto doğuyor, bu da  romantizmin sürüklediği  bir şey ve Fransız devriminin bir takım ana ilkelerine reddiye  geliştiriyor.  Bu düşüncede ulusu yeniden tarihsel manada ete buda  kavuşturmak meselesi, bunu feylezof Hegel, Sitlichgeit kavramı ile anlatır. Yani Sitlichgeit dediğiniz şey siyasal olarak pür saf olarak tanımlanan ulusa tarih giydirmek, kültür giydirmek, gelenek giydirmek vs. Tabii, bunlar orijinal mi hayır bunlar fabrike, bunlar üretilmiş bunu da büyük ölçüde organik aydınlar üretir. Yani gelenekler vardır, bir ulusun çeşitli coğrafya köşelerinde birbirinden farklı olabilecek ama onları her türlü muhitçilikten arındırarak bir büyük harfli geleneğe oturtmak, bir büyük harfli tarih teolojisi ilahiyatı inşa etmek, şuuru inşa etmek, bu iki görüş çatışır.

Şimdi bu iki görüş de Türkiye’ye sirayet etti ama baktığımız zaman Genç Osmanlılardan,  genç Türklere, genç Türklerden de Cumhuriyetçi kuşaklara doğru bir takım farklılıklar var, farklı tornalarda işlendi.

Bakınız biz milliyetçiliği esas olarak büyük ölçüde Rusya göçmeni Türkçülerden öğrendik, yani İsmail Gaspıralı gerçi o buraya gelmedi ama onun başlattığı bir akım, Yusuf Akçura,  Hüseyinzade Ali Turan, Ahmet Ağaoğlu vs gibi. Şimdi bunlar İstanbul’a geliyorlar ama dikkat edelim, bunlar birer periferi milliyetçisi yani kenar milliyetçisi bunlar devletle problemli, Rus devleti ile problemli.

Oysa buraya geldikleri zaman ana akım Jön Türk çevreleri arasında ki milliyetçiliğe ilgi duyanlar var bunların arasında başta Ziya Gökalp olmak üzere, Necip Asım ve  diğerleri bunlarla temasta bir sorun yaşandı bu pek konuşulmaz mesela Yusuf Akçura ile Ziya Gökalp’in iki farklı milliyetçilik tasavvuru var.

Şimdi bu iki farklı milliyetçilik tasavvuru nedir. Biri devleti önceleyen yani Ziya Bey’in düşüncesidir bu ve pek çok Osmanlı, Jön Türk ve hatta genç Osmanlıların düşünceleridir, önceleyen bir bakış var devleti ulusun önüne koyuyor, üstüne koyuyor, yani ulus inşa etmek lazım niçin devletin bekası için. Cevap bu.

Halbuki,  Yusuf Akçura gibi adamlar veya Ahmet Ağaoğlu gibi adamlar kenar milliyetçileri çok farklı bakıyorlar. Onlar önce ulusu inşa edelim ve bunu hakikaten Alman modeli üzerinden inşa edelim yani ulusun gelenekleri, dayanışması önce bir ulus kuralım sonra bununla uyumlu bir ulus devlet kuralım diyorlar. Yani iki görüş var devlet ulusla, ulus devlet arasında. Bu Mayneke’nin ayırımdır ve bence doğru bir ayrımdır.

Şimdi cumhuriyete bu kafa karışıklığı miras kaldı bakın Mustafa Kemal Atatürk bir Balkanlıdır. Ben onu Büyük İskender’e benzetirim, Büyük İskender’in önüne bir düğüm götürmüşler. Gordion düğümü nasıl çözülür çekmiş kılıcını işte böyle çözülür demiş  kesmiş atmış Mustafa Kemal’ de böyle bir balkan kararlılığı var, bir anlamda büyük İskender’in şeyleri de ona geliyor  mirası da geliyor önüne bu problemi çok net koydu, bunu kabul edelim ve kesin bir çözüme kavuşturdu bu şu demektir önce devlet ulus. devlet ulus dediğiniz zaman da bir  yol ayrımı var bunu da hemen belirteyim.

Bunu Fransız modeline göre mi yapacağız yoksa Alman modeline göre mi yapacağız bunu Ernest Renan’ın söylediği gibi mi halledeceğiz yoksa Hegel’in söylediği gibi mi halledeceğiz ama bence tercih Hegelyendir, önce dedi devlet kurumları müesses hayat sonra buna bağımlı hale getirilmiş yani sadakati sağlanmış bir ulus inşaası, işte burada da  Fransız modelini aldı. Böyle bir sentezleme yaptı şimdi bunun getirdiği  pek çok çelişki doğdu cumhuriyet tarihimize sirayet eden.

Ama şunu tespit edelim vallahi beğenen beğenmeyen ben bu ayrımlara pek kapılmam  ama herkes kabul etmelidir ki Mustafa Kemal Atatürk ulusal kurtuluş tarihinde meselelerinde uniquedir, eşsizdir yani onun yaptığı tercihi ne Nasır yapmıştır, ne Mahatma Gandhi yapmıştır.  Hepsi kitle mobilizasyonuna dayalı aceleye getirilmiş ulusçuluklar türetmiştir.  Bunların da tabii büyük problemleri oldu, her iki yol da problem doğurdu, biz bunu kendi başımıza yaşadık çünkü  örneği yok. Ne doğdu burada özellikle kenardan gelen nüfusların merkezlere yığılması sırasında özellikle kültürel uyumsuzluklar ve problemler yani devletle ulus arasında bir çelişki yaşadık, şimdi buradaki bu çelişkiden elbette bir sentez doğacaktı. Türkiye yavaş yavaş bu Demokrat Parti iktidarından başlayarak demokrasisindeki  ya da demokrasisini sürdürmekteki ısrarlı kararı üzerinden bu problemi bir sentezlemeye doğru götürdü.

1950 lerden günümüze gelen şey bu, yani biraz daha ulus devlet olma formasyonu kamusal inisiyatifların artırılması vs gibi ama bu mutlak bir çözüme kavuşmadı bunun gerilimlerini biz en son 28 Şubat‘ta yaşadık yani devlet aklıyla ulus aklı orada çatıştı vs ama bunlar çözülüyor bunları çözmek zorundayız.

1920’lerde yapılan bu berrak tercihin içinden gelen sorunların berrak çözümlere kavuşturmak durumundayız. Türkiye bu yolda bence çok uzun da bir yol aldı. Her berrak şey bulanır ama bence önemli olan o adımın atılmasıydı o bence önemli bir adımdı ve bunun getirdiği bazı tarihsel kültürel kayıplarımız var hakikaten haberimiz yok Osmanlı tarihinden yani Osmanlı tarihini anlamak Türkiye cumhuriyeti ile olan süreklilik bağlarını ortaya çıkarmak ona komplekssizce bakmak falan mesela bunları kaybettik bu çok kötü bir şey ama yanı sıra bazı şeyleri kazandık, çok önemli şeyleri ki bunu ne Araplarda bulabiliyorsunuz ne Pakistan’da bulabiliyorsunuz ne İran’da ne başka bir yerde. Çok değişik bir zihniyet iklimine bizi bu taşıdı sorunları ve imkanları ile birlikte. Onun için bunun bence herhangi bir ideolojik tartışmanın  konusu yapılması son derece yararsız anlamsız zihin tüketici bir iş anlamaya çalışmak  durumundayız.

Şunu kabul edelim Türkiye’nin hakim siyasal kültürünün adı Kemalizm’dir yani bu değişmiyor ister bunu siz sağdan yorumlayın ister soldan yorumlayın  ister bunu bir takım aşırı ideolojik malzemelerin konusu haline getirin hatırlarsanız Lenin’le Atatürk’ün resmini yan yana koyan sosyalistler vardı bu memlekette neredeyse hacca gitti Hacı Mustafa Kemal Atatürk’tür o diyen İslami yorumlar var, çok liberal bir adamdı  diyen liberaller var,  yani kimse oradan çok fazla kopamıyor, oradan kopmak isteyenler ise savruluyor, boş şeyler söylemeye başlıyor. Yani bu reddedilebilir bir miras değil bunun içerisindeki yorumlar çeşitli etkileşimlerden ve çelişkilerden doğan yeni bileşimler üzerinden Türkiye yol alıyor görünen odur.
