Water Brotherhood

The Sumerian texts constitute man’s oldest known written documents and in the Gilgamesh Epic the term “Garden of the Sun” was used to signify the concept of paradise.

As mentioned in the Old Testament, the exact location of this heavenly area was the Anatolian Turkish landmass lying between the sources of the Tigris and Euphrates Rivers.
“Then the lord God planted a garden in Eden, in the east, and he placed there the man he had formed. A river rises in Eden to water the garden; beyond there it divides and becomes four branches. The name of the third river is the Tigris; it is the one that flows east of Ashur. The fourth river  is Euphrates. Old Testament. Genesis (2:10-14)

“The “Garden of the Lord” mentioned in the Book of Genesis in the Old Testament is called Eden, and is synonymous with “heaven” or “paradise”.

Water has invaluable contributions to human civilisation on earth.Human can survive without food but not water.

We are all human brothers were born to earth with drop ofwater and farewelled with water again.

We, Turks, has created a water civilisation from Danube to Euphrates  and Tigris and from Nile to Volga with architectural monuments of bridges, water belts, baths (hammams), shadirvans and fountains.Turkish Bath is world famous.

Barter Prospectives with Prof Mehmet Akif Okur

Mehmet Akif Okur – Before we ignore the problems, we should find solutions. Barter is important. We understand the importance of this in time of crisis. While the system works, it becomes insignificant. But this system will have a crisis. When we look at their own economic data, everyone is waitig for a dollar crisis, and an erosion of dollar because of the instability. If you have well established your mechanisms, you will move fast. But if you try to do something when the crisis arise, you might be late, someone elses has already filled the gaps. That’s why you should establish the mechanisms with exchange money, including barter, and keep them working. We will need all of them. Bitcoin is also one of these experiences.            And these are just like social labs. We will see other kinds of cryptocurrencies after bitcoin.

Mehmet Akif Okur – I am a bit aware of the barter studies as I usually follow the political economy news. You mentioned the artificial intelligence, which is very important. Artificial intelligence is something that makes it easier for the barter to analyze a calculating task within the economy, the functions of money. If there was this artificial intelligence 30-40 years ago, shall we say, the Soviet system wouldn’t collapse as well. It has the function to manage the communication of money and the market, supply and demand. This is also a functional deficiency of the barter. The artificial intelligence can solve it and make it more useful with an algorithm that gives signal just like money. It can even change the current market sense that we have. In other saying, it can validate another discipline unlike the system which is based on the financial cycle of supply and demand through money. For example, the central planning has an issue about measuring the demand. You will make production in the factories, but you really can’t reach this information. Money can measure this, but the point is, there can be a better system to substitute money, where people can quickly convey their possible supply and demand in the future, bring the money’s functions back, in a sense more efficient and away from the market’s crisis.

Levent Ağaoğlu – What you just said, and your determination is very important. I took it to Harezmi because you said algorithm. Harezmi already means algorithm. He is Turkish. Now,  Turkey is back in his way, returning to algorithm. But the money is being excluded. Before there was nothing except money, but algorithm. Indians found the ‘zero’, and Harezmi functionalised it. So the Turkish intelligence and algorithm replaces money in this country, as we see from the course of events.

Mehmet Akif Okur – Yes, modern capitalism for example. The crisis of 2008 has a reason behind the curtain, but it has another one which is visible, its deficiency about the functioning of the  market mechanism. You are producing all the time, and selling, but the system breaks down, you can’t see the future. If they can make a programming that shows the system instantly through artificial intelligence, which is technically possible, then you can put it in the center of the economy. So this will become a system that can take on the money’s functioning more profoundly.

Levent Ağaoğlu – So that the barter doesn’t have anything wrong.

Mehmet Akif Okur – The artificial intelligence can take on the task that can be solved only with money, and that makes the things harder for barter.Because it is a difficult calculating process. One of the reasons that the non-market alternatives can’t survive is the communication that money provides, how much you will produce, how much you will consume, what you need, what you need to do, it can’t do this from the system bureaucratically. Economy is a large scale, with every human being a major factor growing in the system. We are now an integrated society with cell phones, etc, our infrastructure has been constitued, we receive lots of messages, and send them back. An artificial intelligence that receives all these messages through the signalisation in this integrated system, can take on the money’s signalisation components. This will be a process that facilitates barter’s transactions.

After 20 years, if this technological progress goes on, we will begin to talk about the problems of the economics of abundance. For example, let’s say, the artificial intelligence and the robot are combined. Think about the agricultural lands, you can voluminously expand these lands. Because instead of thinking about the cost of a worker, you can make a three dimensional examination. And the robot works there, you can increase the productivity. As a consequence, the requirement for human labor will decrease. In the past, after each industrial revolution, they overcame this problem by changing the occupations. But this time, there will be no more need for human labor, so we should move them to another place where they won’t work. This system should be a social design that will not destroy humanity. Because how will you lead the people you don’t need?

Levent Ağaoğlu – In my opinion, barter is very suitable for BRICS (Brasil, Russia, India, China and Sout Africa). When we call it barter, it’s actually BRICS model. All of them are against US dollar, there is population, raw material. It becomes a global model with these countries.

Mehmet Akif Okur – And they have an advantage like, for example, Russia has already oil, and naturally cash money by selling it.

Levent Ağaoğlu –We have two starting points here. Why did America started a trade war with us in 2018? I lived 5 years in Hong Kong. Mao died in 1976. In 1978, China started a 50 years plan, called world hegemony. I am Congo in 2028, means the world’s center country. In China, they call America ‘Meybul’, which means beautiful country. They are emulating, so they are going to be an America. I will ask you a question about the starting point. We have two starting points, first is Turkish generation, second one is barter. About barter, you explained very well, America had free trade with England. And they took us down with the agreement in 1838. America is full of hegemony feelings. They faced down Japan with agreements, and now trying for China. Can we manage here a barter model over the Turkish generation ? When we open newspapers, we see same things everywhere, stop using dollar. How are we going to get out of this situation? As we know, America is implementing the barter system perfectly. But they don’t want it outside the country. Because barter means leaving dollar, no more cash, no more interest. Can we become the pioneer of barter sytem as Turkey ? Can we implement a barter model to the Turkish generation, which means to China, India, Russia, Turkey and Turkestan?

Levent Ağaoğlu –What is the situation when we look at the economic history in terms of barter?

Mehmet Akif Okur –

1)Barter economy in large scale has usualy been implemented when there is a financial crisis. Rome’s collapse period is an example. In other words, if the power that manages the money economy disappears, or if it is not desired to establish a relationship with this power, the barter is involved. This example is important to understand the requirement for the barter

2) There are issues about implementation of barter in large scale economies, in modern era. Because you have to be part of a society with strict relations and develop relationships for barter. No matter how much you try to do, there will be limits. Especially in the systems dominated by individualism, the issue is much more difficult. In this situation, it seems possible to implement barter in large scale with computer enhanced systems. This is also a kind of credit system, and a kind of new money that undertakes the functions of money. It is necessary to continue working on it and to evaluate other studies.

Levent Ağaoğlu –Thank you for the interview

TIME :

1) Rome(USA) collapse again. Barter will revive.2) We will overcome the functional issues through artificial intelligence.

D-8 Cooperation on Civil Aviation; Halil Tokel

Halil Tokel:  Thanks for your comments and questions. About a month and a half ago D-8 Civil Aviation Committee had a meeting with civil aviation authorities of the eight countries and we participated  as  Turkish Airlines Technics division. I made a presentation there. During that presentation I had three suggestions.

The first of these proposals is that the eight authorities should be merged as single authority, the same as in Europe, the aeronautical authority. As a start, let’s THY Technics coordinate D-8 civil aviation committee in Istanbul. So a year later it shuld be transferred to Iran. We alltogetre come with a solution model and that eight civil aviation committees speak the same language with the same common words. If one confirms something, the others will automatically approve. This study will be resulted hopefully.

Second, let’s coordinate the eight countries’ aviation industries. Nobody is demanding and there are no suggestions. I said, let us take over as Turkish Airlines Technics.  We will coordinate the associations, institutions, public unis there  and  we will organize the processes  maybe the fair organizations and  we will go and they will come. Perhaps we will see a product we need. They will see our products here. At least two companies will set up a company  and will invest. We need to provide this opportunity.

One of our third recommendations was to bring the aircraft maintenance companies of these eight countries under an umbrella. And they support each other, parts needs, aircraft maintenance needs will be procured with priority. There was an Association proposal which was accepted. We will coordinate the Association.

After achieving all of these proposals one further step is participation in  Turkey’s big projects  with selected members like Pakistan,  Indonesia, Turkey and Malaysia. We can participate in their projects. For example, we can initiate  a new passenger plane project with a capacity of 150 passengers. It may be thought of a standing committee where these issues will be discussed for a continuous exchange of views and ideas.  We can do this on the TAI side. TAI also may take responsibility in this regard.  For example, in Uzbekistan, there is a passenger plane factory in Tashkent. All the passenger aircraft of the Russians were built there. This is also on account of our opportunity.

Levent Ağaoğlu: The plane of Indonesia does not have a flight license in the world, it is flying in Indonesia only. May it fly in Turkey as well?

Halil Tokel:  Definitely flies.

Levent Ağaoğlu:  The seats are very expensive  with our existing aircrafts  and if it  is cheaper with Indonesian small aircraft we may use themfor domestic flights and sell THY’s big planes abroad? Can we not sell them abroad?

Halil Tokel: What Turkey is lacking are the type of regional aircrafts. Our lowest aircraft passenger capacity number is 150, but we also need a passenger airplane for 19 people,  for 40 people, we even need for 11 people. We need a 70-seat plane as well. These are abvailable in other countries. Now we are trying to produce regional planes. Indonesia has produced and w emay buy them  from Indonesia who is our brother.

Levent Ağaoğlu: We can visualize D 8 in that way. Like The Common Trade Union, like The Common Customs Union, like Common Aviation Union.

Halil Tokel: You said something very nice  that the eight countries move to single currency. That would be fantastic. But we can codify the rules in aviation between the members of D-8 if we can organize the companies with the same functions under single roof.

D-8 and Barter Prospectives: Interview with Prof.Mehmet Akif Okur

  1. Why should barter be made between D8 countries?
  2. What will be the gains of D8 countries if Barter is made?
  3. How the system will operate as customs and legislation are the most important problems and issues.
  4. (How) Each country has different customs legislation. For example, how the traded goods will pass from Turkey to Malaysia, from Nigeria to Pakistan when arrived at the the customs? Legislational changes are very important to ease the comfortable passage of the goods from the customs.
  5. (When):2019 will be a very important year for the whole world. We can talk about the possibility of war peaking. After sharing all the trump cards in 2019, we can see that they will establish a new world order by 2025. What should we do in these tough conditions?

Prof Mehmet Akif Okur; Very important questions Levent Bey, I consult with friends that I think may contribute to the subject. We will find out experts support as described below. Namely:

  1. We need an economist who knows the quality and potential of internal trade between D8 countries. The main items are what the country is buying, what it sells? Will the Barter among the D8 countries change the direction of some of this commercial flow by offering more attractive opportunities than trade with third countries, or will it develop new trade opportunities by activating some decentralized capacities? For data and comments on these questions, we need the help of an academician and the economy bureaucracy, which is particularly focused on this field. We should test the evaluations of the economist academician with the experience and data of the bureaucracy / bureaucrat. We have to interpret the bureaucracy’s data to the economist.
  2. We need a good trade lawyer who knows Barter for legislation. Because the legislation, the technical dimension is an important issue. What kind of a law and regulations are needed? What laws will be required to comply with the general trade legislation of the Barter legislation to be created? For the general framework, we can look at the legislation of successful countries to the barter in the world. For details, we need to bring together a commercial lawyer with an economist-bureaucrat duo who I mentioned above. It would be appropriate to point out the text from this triangle to a name from the bureaucracy, which is also a practice of writing legislation.
  3. The third bet is about the diplomatic aspect of the matter. Is it necessary to propose a joint legislation to the D8 countries, or it is necessary to seek a consensus for a common system by identifying specific principles and inviting the negotiations? Some countries may wish to enter the system in some commercial items, enter late, enter into legislation with certain differences. This is a common issue in the discussions on trade agreements. Considering such possibilities, a diplomatic strategy will be required. In my opinion, the first thing that should be done for a healthy start is to call these expertise rings as people and institutions. Because, if this frame is basic and we try to sit and prepare it, it is highly probable that we will make mistakes that will shake the image of the project.

Levent Ağaoğlu; I am grateful, you have opened the way deep and wide. Since there is no customs union, we will have to work in individual countries. If we can find the experts, this will be done.

Prof Mehmet Akif Okur; I would like to thank you, Mr. Levent, if you had not put the concrete questions before us, it would not be possible to think about the frame.

Prof Mehmet Akif Okur; This work was done in 2013. If trade between the D8 countries was liberalized, they concluded that the trade between these countries would increase by 87%. However, there is no study on about barter. In order to run barter system within D8, clear data on trade items of the countries are needed. This is probably not available.

Prof Mehmet Akif Okur; It may be useful to consult with the Commercial Lawyer and the bureaucrat duo academicians who will help with the legislation writing about the barter.

For months, Europeans have been discussing the implementation of the so-called “Vehicular ad hoc network (VANETs) icular, a sort of icular barter” system for the purpose of penetrating the American sanctions. The aforementioned mechanism envisions the exchange of oil and gas exports between Iran and Iran’s EU trade and services.

Levent Ağaoğlu;

D8 Share In Turkey’s Exports (2017):

  • Indonesia  9.2%
  • Egypt      9%
  • Malaysia   6.8%
  • Pakistan   6.5%
  • Iran        5.8%
  • Nigeria                 5.5%
  • Turkey                   4.5%
  • Bengladesh 3%

Source: Trademap

Unfortunately we are at the bottom, although we are the initiator of D8.

Prof Mehmet Akif Okur; Our total export to D8 is almost as much as we do to France. We are not followers of our claims ..

Prof Mehmet Akif Okur; I am sorry for the result.

Prof Mehmet Akif Okur; In order to change this balance with Barter;

  1. These countries need market research and analysis based on countries looking for answers to the question
  2. When the existing potentials are determined, the role of the barter can be determined and the interlocutors must be reached and explained

It is not enough to install the system and wait for the customer. It is necessary to explore commercial potentials and to actively engage

It is necessary to work integrated with trade attaches in these countries. There is also a need for trade attaches to be equipped with active and strong staff.

Prof Mehmet Akif Okur; Special taxation-related incentives for the use of Barter in international trade between D8 can accelerate the establishment of the first commercial links. Once these connections are established, incentives can be removed gradually

Levent Ağaoğlu: In the current situation, D8 is an organization. As Turkey, we can inject the dynamism of entrepreneurship into this structure.

Levent Ağaoğlu: EU mechanisms are always being run with incentives. D8 can activate our common denominator.

Prof Mehmet Akif Okur; There is a need for a method that can work. Regarding the Barter system, as far as I can understand, the inclusion of the first critical threshold firms in the pool. To include companies from eight different countries into the pool;

  1. There is a need for a source of information that will enable them to evaluate the law they are subject to in the countries where they operate and the firms that will apply / be invited to pool.
  2. There is a need for the legal procedures to be determined during the dispute and to be legally guaranteed.
  3. The next stage is the process of contact with the companies and the incentive to join the pool

Levent Ağaoğlu; Since Turkish Barter companies have been creating a pool that has been running without leakage for several decades, it offers the right method in an orderly manner. For a, b, c, we need to be proactive.

Prof Mehmet Akif Okur; Hopefully. Since my experience in trading life is almost in the affair, my thoughts and solutions are limited. The road map that the experience points to is safer and more important

Turkish Printing History

We, the Turks, started printing during our lifecycle in Inner Asia when we printed banknotes, manuscripts, philosophical texts, one of the first dictionary (Divan-i Lugat it Türk) and Map at early stages.

Source: Tekin, Şinasi; Eski Türklerde Yazı, Kâğıt, Kitap ve Kâğıt Damgaları, Dergah Yayınları, 16-21, 21-25, 27

In the sixth century B.C., woodblock printing was used in China and Korea. Buddhist monks dominated the printing press during this period, while the Uighurs (a Turkic ethnic group from Eastern Central Asia) developed the very first printing press with adjustable letters, pressing double colors of black and red on leather, Chinese paper and silk. In the middle of the 8th century, paper making technique was spread to Central Asia from East of the Asia. This speeded up cultural developments among the Turks. Thanks to paper, the Dictionary of Turkic language compiled in the eleventh century by the Turkish scholar Kasgarli Mahmut was able to survive until now.

In the 14th century, this type of printing press was used by the Mamelukes in Egypt. The printing press was introduced to Europe as a result of the Muslim arrivals from the south and the Turkish arrivals from the north. The first books were printed in Europe in 1423, which were religious texts for common people and Latin grammar books. They were all printed on block printing press using wood embossing dyes.
